1. Nina Singh (IPS), DG, Central Industrial Security Force (CISF)

Nina Singh, an IPS officer of Rajasthan cadre, currently holds the position of Director General at the Central Industrial Security Force (CISF). 

Starting her career as the first woman IPS officer allocated to the Rajasthan Cadre in 1989, Singh has served in various pivotal roles. Her distinguished assignments include Member Secretary of State Commission for Women and Principal Secretary (Health) in Rajasthan during the challenging times of the COVID-19 pandemic. There, she started an innovative outreach program to help women in distress. Under it, members would go to districts to hear the issues of women.

Throughout her illustrious career, Singh has demonstrated exemplary leadership, spearheading projects focused on transparency in recruitment, capacity building, and effective service delivery. As the Director General, Civil Rights Anti-Human Trafficking, she has been a driving force in safeguarding human rights and combating human trafficking in Rajasthan.

In her capacity as Joint Director of the Central Bureau of Investigation, she supervised numerous high-profile cases, showcasing her astute investigative skills and dedication to upholding justice.

An alumna of the prestigious Patna Women's College and Jawaharlal Nehru University, Singh furthered her education at Harvard University, obtaining a Masters of Public Administration.Recognised for her outstanding contributions, Singh is a recipient of the Police Medal for Meritorious Service and the President's Police Medal for Distinguished Service.

2. Jaya Verma Sinha (IRTS), Chairperson & CEO, Railway Board, Ministry of Railways, Government of India

Jaya Verma Sinha is a 1988 batch officer of the Indian Railway Traffic Service (IRTS) and is the Chairperson and Chief Executive Officer (CEO) of the Railway Board, Ministry of Railways. She has etched her name in history as the first woman ever to lead the Railway Board in its 166-year existence.

Sinha’s 35-year-long career has seen her steer diverse roles in operations, information technology, commercial, and vigilance. Her journey includes serving as the Principal Chief Commercial Manager of Northern Railway, Divisional Railway Manager of Sealdah Division, and the Railway Advisor at the High Commission of India in Dhaka, Bangladesh, where she initiated the Maitri Express services between Kolkata and Dhaka. Sinha also made history as the first woman to be appointed as the Principal Chief Operations Manager of South Eastern Railway.

In a significant role as Member (Operations & Business Development) at the Railway Board, Sinha acted as the spokesperson for Indian Railways during the tragic multi-train collision in Balasore, Odisha, in June 2023. Her expertise allowed her to explain the complexities of the signaling system, showcasing her leadership and communication skills.An alumna of Allahabad University, Sinha is not only a seasoned professional but also has a keen passion for photography. Sinha's exemplary career, coupled with her leadership roles, reflects her commitment to advancing the Indian Railways and breaking barriers for women in high-profile positions.

3. Anurag Jain (IAS), Secretary, Ministry of Road Transport and Highways, Government of India

Anurag Jain, a 1989 batch IAS officer from the Madhya Pradesh cadre, is an accomplished civil servant with a distinguished career marked by notable contributions. Armed with an engineering degree from IIT Kharagpur and an MA in Public Administration from Maxwell University of Syracuse, USA, Jain has served in various capacities.

Currently holding the position of Secretary at the Ministry of Road Transport and Highways, Government of India, he has left an indelible mark in the field of governance. As Joint Secretary in the Ministry of Finance, Jain skilfully coordinated diverse ministries, playing a crucial role in the conceptualisation and implementation of the highly successful Pradhan Mantri Jan Dhan Yojana. His tenure as Secretary to the Chief Minister, Government of Madhya Pradesh, was pivotal in the enactment of the Public Service Delivery Guarantee Act, adopted by numerous states. Jain's commitment to technological advancement was evident in his role as Secretary, Information & Technology, elevating Madhya Pradesh's e-readiness.

His accolades include the National Award for e-Governance, Web Ratna Award of Excellence, and the NASSCOM IT User Award. Beyond his administrative prowess, Jain is a versatile sportsman, winning 11 National level medals in Tennis, representing Madhya Pradesh in Cricket, and securing District Level Championships in Table Tennis. Known for his keen interest in technology, Jain's insights into IT & e-governance, shared at various seminars and conferences, have garnered recognition.

4. S Krishnan (IAS), Secretary, Ministry of Electronics & Information Technology, Government of India

S Krishnan, a member of the 1989 batch of the Indian Administrative Service (IAS), currently serves as the Secretary of the Ministry of Electronics and Information Technology (MeitY). A graduate of St. Stephen’s College, Delhi University, Krishnan earned his Masters in Economics from Annamalai University. His career started as Sub-collector in Cuddalore, Tamil Nadu, and evolved through various roles, including Deputy Secretary in the Finance department, where he contributed to five state government budgets.

His diverse assignments include roles such as MD of the Tamil Nadu Text Book Corporation, Member Secretary of the Sports Development Authority in Tamil Nadu, and District Collector in Virudhunagar. Krishnan's stint as a faculty member at the Lal Bahadur Shastri National Academy of Administration showcases his commitment to nurturing new entrants to the IAS.

He also served as Private Secretary to the Finance Minister of India from 2004 to 2007 and held a significant role as Senior Advisor at the International Monetary Fund in Washington DC from 2007 to 2010. His contributions extend to positions like Commissioner of Commercial Taxes, Principal Secretary (Expenditure), Chairman of the Fifth State Finance Commission, CEO of the Tamil Nadu Infrastructure Board, and Principal Secretary for Planning, Development, Housing, and Urban Development.

In his current role at MeitY, Krishnan leads initiatives to regulate artificial intelligence, aiming to foster its growth while safeguarding national interests. His multifaceted career reflects a strong commitment to public service and expertise in diverse domains.

5. Sunil Barthwal (IAS), Secretary, Department of Commerce, Government of India

Sunil Barthwal, an Indian Administrative Service (IAS) officer from the Bihar Cadre of 1989-batch, brings a wealth of experience and expertise to the table. He holds a Post Graduate degree in Economics, having pursued BA (Hons) Economics from St. Stephen’s College, Delhi, and MA Economics from JNU, Delhi. Barthwal also possesses a Postgraduate Diploma in Economics of Competition Law from King’s College, London.

Throughout his illustrious career, Barthwal has held various administrative positions, showcasing versatility in roles ranging from Revenue Management, Rural Development, and Energy & Power to Finance, Home Affairs, and Transport within the State Government. His impactful contributions also extend to the Central Government, where he has served in Ministries of Labour, Mines, Steel, and Finance.

His experience isn't confined to governmental departments alone; he has worked with the Competition Commission of India under the Ministry of Corporate Affairs. Barthwal has actively contributed to the corporate landscape by serving on the Boards of major entities such as SAIL, NMDC, MECON, MSTC, and HCL.

A prolific writer, Barthwal has widely published articles in newspapers. His keen insights and thought leadership in economic matters have been recognised and shared with a broader audience.

He served as the CEO of the Employees' Provident Fund Organisation (EPFO), India's largest social security organisation. During his tenure, he played a pivotal role in implementing reforms that transformed EPFO into a more efficient, transparent, and delivery-oriented organization. His leadership and instrumental reforms have left a lasting impact on social security and financial systems in India.Barthwal's rich and varied experience across diverse sectors, coupled with his commitment to excellence, positions him as a valued bureaucrat.

6. Bhupinder Singh Bhalla (IAS), Secretary, Ministry of New and Renewable Energy (MNRE), Government of India

Bhupinder Singh Bhalla, an IAS officer of the 1990 AGMUT cadre, currently serves as the Secretary of The Ministry of New and Renewable Energy. With a wealth of experience and visionary leadership, he has spearheaded numerous unique initiatives in the renewable energy sector.

Under his guidance, a unique solar scheme was launched, focusing on the electrification of households through off-grid solar units. Additionally, he championed the solarisation of 1500 Multi-Purpose Centers in Particularly Vulnerable PYTS areas, contributing to the PM JANMAN initiative.

Bhalla's strategic planning and effective leadership resulted in remarkable achievements, with India securing the 4th position globally in Renewable Energy Installed Capacity; 4th in Wind Power Capacity; and 5th in Solar Power Capacity as of the calendar year 2023.

His influence extended to offshore wind energy, as the Offshore Wind Energy Lease Rules 2023 were notified under his tenure, regulating the allocation of offshore wind sea blocks to developers.Bhalla's commitment to green energy is evident as he chaired a working group tasked with establishing regulations, codes, and standards for Green Hydrogen. Thegroup shared its initial recommendations with key ministries, including Road Transport and Highways, Consumer Affairs, Industry & International Trade, and Petroleum & Natural Gas.

Notably, his leadership played a pivotal role in the formulation and notification of the Green Hydrogen Standard for India. This standard outlines emission thresholds that hydrogen produced from renewable sources must meet to be classified as Green.Bhalla's holistic approach, meticulous planning, and visionary leadership have significantly contributed to India's prominent global ranking in renewable energy, reflecting his commitment to sustainable and green initiatives.

7. Shobha Ohatker (IPS), DG cum Commandant General Home Guard & Bihar Fire Service, Government of Bihar

Shobha Ohatker, an IPS officer of the 1990 batch, stands as a trailblazer in Bihar as the first woman officer to achieve the rank of Director General. Currently serving as Director General cum Commandant General of Home Guard and Bihar Fire Service, she is spearheading efforts to digitise statutory fire clearances, showcasing her commitment to modernising emergency response services.

A Master's degree holder in Political Science from the Central University of Hyderabad, Ohatker has been a pivotal force in crime reduction in undivided Bihar during the 1990, beginning her journey as ASP in Patna City. Known for her no-nonsense approach, she has served as Superintendent of Police in various districts, including Darbhanga, Hazaribagh, Chhapra, Vaishali, and Deoghar. Ohatker's versatile career includes an inter-cadre deputation in Maharashtra, where she excelled as SP of the Economic Offences Wing. She has also served as Executive Director (Security) at Air India. Ohatker's exemplary career underscores her leadership, dedication, and significant contributions to law enforcement and public service.

8. Amrendra Kumar Sengar (IPS), Additional Director General

Amrendra Kumar Sengar, a dedicated and seasoned officer, boasts an illustrious 29-year career within the Indian Police Service, having been part of the 1995 batch from Uttar Pradesh. He holds a Bachelor of Arts degree in Political Science and Psychology from Allahabad University. Subsequently, he pursued his Masters in Political Science at Jawaharlal Nehru University in New Delhi, graduating in 1992. His academic excellence was recognised with a Junior Research Fellowship granted by the University Grants Commission in the same year.

Before venturing into the dynamic world of law enforcement, Sengar served as an Associate at the esteemed Indian Institute of Advanced Studies in Shimla. His passion for education and imparting knowledge led him to teach Postgraduate students at Rajiv Gandhi University (formerly Arunachal University) for a duration of three years.

Having undergone extensive training, including the 62nd NDC Course in 2022, Sengar's career in the police force reflects a spectrum of responsibilities and significant roles. He held the position of Inspector General (IG) at the Sashastra Seema Bal (SSB) and the National Disaster Response Force (NDRF). Notably, he served as the Officer on Special Duty (OSD) to the Union Home Minister from 2017 to 2019.

Senger served as IG for law and order in Uttar Pradesh and also presided over the Varanasi Zone. Earlier in his career, he was posted as Deputy Inspector General (DIG) in Gorakhpur, Moradabad, and Basti ranges, overseeing the responsibilities of Superintendent of Police (SP) or Senior Superintendent of Police (SSP) across nine districts including Muzaffarnagar, Jhansi, Unnao, Hardoi, Jalaun, Udhamsingh Nagar, Tehri Garhwal, and Chitrakut for over six years during 1999-2007.His expertise spans various domains within law enforcement, including intelligence and the Crime Branch-Criminal Investigation Department (CB-CID). Sengar's commitment to international peace and justice led him to work in the United Nations peacekeeping mission in Kosovo (UNMIK) as a war crimes investigator, showcasing his dedication to justice beyond national boundaries.

9. Sanjeev Hans (IAS), Principal Secretary, Energy Department, Government of Bihar cum CMD, Bihar State Power Holding Company Limited

Sanjeev Hans, an officer of the Indian Administrative Service (IAS) from the 1997 batch, has made a lasting impact through transformative reforms in Bihar. Notably, as the Principal Secretary of the Water Resources Department, he played a pivotal role in pioneering the Ganga Jal Aapurti Yojana, a groundbreaking water lift project bringing floodwater as potable water to three southern Bihar districts.

Transitioning to the role of Principal Secretary of the Energy Department, Government of Bihar, Hans left an indelible mark with innovative initiatives like SAMADHAN and SAMRIDHI. As the CMD of Bihar State Power Holding Company Limited (BSPHCL), he achieved remarkable milestones, setting a record profit of Rs 214.66 crore during the financial year 2022-23. Hans's citizen-centric approach transformed BSPHCL into an accessible organisation, utilising social media for information dissemination and grievance resolution, with a commitment to addressing grievances within 24 hours.

Under his leadership, Bihar took the lead in Smart Prepaid Meter installations, exceeding 12 lakhs, recognised at the 2nd National Conference of Chief Secretaries. Employee welfare initiatives, including a creche and sanitary vending machines, underscore his dedication to their well-being. Bihar's rooftop solar installation, praised by the Ministry of New & Renewable Energy, serves as a model for other states.

Embracing modern technologies, Hans utilises Artificial Intelligence to combat electricity theft. Initiatives such as the revenue monitoring cell and a Special Task Force for monitoring complaints related to theft showcase his strategic approach to revenue management. Digital transformations, including the SAMEEKSHA App and the Raid & FIR Management System, contribute to transparent governance and consumers’ ease of living.

Hans's comprehensive and visionary approach has not only achieved significant financial success but has also led to the overall improvement of systems and services in water resources and power distribution in Bihar.

10. Vineet Vinayak (IPS), Additional Director General of Police (CB-CID), Government of Sikkim

Vineet Vinayak is an Indian Police Service (IPS) officer of the 1995 batch borne to Sikkim cadre. Vinayak is currently serving as Additional Director General of Police (CB-CID) with the Government of Sikkim. He is also empaneled to hold Additional Director General post at the Government of India. Vinayak stands out for his exemplary service and commitment to bridging the trust gap between police and the public. Vinayak's innovative approaches as Patna SSP, including the 'Aparadh Niyantran Ki Karya Yojna,' significantly reduced crime rates.

With over a decade of service in the CBI, he has handled several high-profile cases, and represented India at a number of international forums. An alumnus of Hindu College, Vinayak's achievements include Interpol roles and contribution to the UN Convention against Corruption. Prestigious awards such as the President’s Police Medal for Distinguished Service reflect his high degree of professionalism and dedication to justice, making him a respected figure in law enforcement.

11. Vijay Kumar (IPS), ADGP, Law & Order, Jammu & Kashmir

A 1997 batch IPS officer, Vijay Kumar has demonstrated exceptional leadership and courage, earning accolades for his contributions to anti-militancy, anti-Maoist, and law enforcement operations.

Having served in various capacities within the Jammu and Kashmir Police, Kumar has played a pivotal role in dismantling terrorist networks in the valley. His adept handling of anti-militancy operations in Kashmir, anti-Maoist operations in the Bastar area of Chhattisgarh and handling of the Jat agitation while serving in CRPF on central deputation showcases his versatile and effective leadership.

Under Kumar's command, Jammu and Kashmir witnessed significant successes in counter-terrorism efforts. A total of 602 terrorists were neutralised during his tenure as Kashmir Police Chief. His strategic approach not only targeted terrorists but also aimed at minimising local support to these groups, employing both punitive and preventive measures. Total numbers of local terrorists remain 27 only now which is all-time low in Kashmir valley. Recruitment of youth into terrorism declined drastically from 210 recruitment in 2018 to 18 in 2023 in Kashmir Valley. Glamorisation of terrorists stopped due to new measures taken for burial of killed terrorists. In a notable achievement, Jammu and Kashmir experienced years free from hartals, street violence, and stone-pelting, underlining the effectiveness of Kumar's operations in maintaining peace and order. Not a single civilian died while handlinglaw and order problems during his almost four years tenure as Kashmir police chief. Besides incident free G20 summit conducted in Kashmir, Muharram procession was conducted in Srinagar city after 43 years without any law & order incident and Rahul Gandhi padyatra was concluded incident free in highly sensitive areas of Pulwama and Srinagar under his direct supervision.

Recognising his exceptional contributions to anti-terror operations, Kumar has been awarded four gallantry medals by the Central government, in addition to two gallantry awards from the Jammu and Kashmir government. The central government has also awarded him with both distinguished and meritorious service medals. The Election Commission of India also bestowed upon him the National Award for his role as Chief Force Coordinator of Central Armed Police Forces (CAPFs), ensuring a safe environment for conducting assembly elections in nine states in 2018. He has also received Commendation Cards/Discs by the COAS, GoC-in-C (Northern Command), DG CRPF & DGP J&K. His illustrious career stands as a testament to his unwavering commitment to national security, exemplified through his strategic vision, operational successes, and numerous accolades from both central and state authorities.

12. Shilpi Agarwal (IRAS), Divisional Railway Manager, Mysuru Division, South Western Railway

Shilpi Agarwal, who belongs to the 1993 batch of the Indian Railway Accounts Service (IRAS), is currently the Divisional Railway Manager, Mysuru Division on South Western Railway. She holds a Post Graduate in Arts and a Doctorate in Sociology from Lucknow University. Dr Agarwal has nearly three decades of experience in Indian Railways, having served in various capacities in the Accounts Department of Northern Railway and the Railway Board.

A recipient of the Railway Minister’s award for outstanding work in the year 2010 and the General Manager’s award for excellence in 2008, Dr Agarwal has had extensive training in International Financial Reporting Standards conducted at Ooty, the Leadership Business Innovation and Scenario Program at ICLIF Institute, Malaysia, the Advanced Management Program Customer Strategies Module on Indian Railways at INSEAD, Singapore, and the Finance and Accounts Technical Training Program at ESCP (Europe Business School), London and Paris besides MDP in Finance in February 2019 at IIM, Lucknow. During her long and illustrious career, she has served in almost all areas of functioning of the Indian Railways and has wide experience in accounts and finance sectors of Construction, Traffic, Stores and Administration.

While working as Group General Manager (Finance) in Rail Vikas Nigam Ltd. she was integral to the teams that are working on complex infrastructure projects like the Rishikesh Karanprayag project in Uttarakhand. Other than her involvement in multiple railway-line doubling and railway electrification projects, she was key to expanding RVNL business outside the country, especially Maldives.

Within a few months as DRM, the Mysuru division achieved its highest ever loading of freight traffic and her efforts were recognised and felicitated by  the Minister of State for Railways. Using her extensive experience she has within a few months commissioned three new Railway Yards and electrification of three railway sidings. She embodies the trilogy of formal education, its application on the ground through experience and a determination to keep the Railways as a preeminent service provider.

13. Sagar Preet Hooda (IPS), Special CP (Operations), Delhi Police

Sagar Preet Hooda, an IPS officer of the 1997 batch in the AGMUT cadre, currently holds the position of Special CP (Operations) with the Delhi Police with an additional charge of Perception Management and Media Cell division. Hooda has a rare blend of academic excellence and professional policing acumen.

His academic achievements include a Doctorate from Punjab University, Master's degree in Public Administration from Harvard University, and a Chevening fellowship at LSE, London. Recognised for his excellence, he is also a Webber Seavey Awardee and an Edward S Mason Fellow. With a dynamic career, Hooda has served in key roles such as Special CP (Law & Order)/South Zone, in Delhi, Joint Commissioner of Police in Delhi, Inspector General of Police (Law & Order) in Arunachal Pradesh, and Director at the Ministry of Youth Affairs & Sports, Government of India. He is also credited with conceiving and implementing a “Parivartan- An Initiative for Safety of Women & Children”. This program was widely appreciated and documented as a good practice including UN Women. He has also worked in PM Micro Mission on Community Policy.

Notably, he has successfully managed high-profile cases, including the intricate Shraddha Murder case, showcasing his dedication and expertise in law enforcement. Sagar Preet is an accomplished officer known for his dedication and commitment to maintaining law and order. With a strong background in policing, Hooda has demonstrated exemplary leadership and strategic acumen throughout his career. His service is marked by a steadfast commitment to public safety and the implementation of effective crime prevention measures. Sagar Preet's contributions in the realm of law enforcement reflect his passion for upholding justice and ensuring the well-being of the communities he serves.

14. Amaresh Singh (IRS), Principal Director of Income Tax (Investigation)

Amaresh Singh, an officer of the Indian Revenue Service from the 1994 batch, has established a robust foundation within the core domains of the Income Tax Department. His career includes a notable six-year stint on deputation, where he served with distinction in roles such as Deputy Secretary and Director. Noteworthy accomplishments marked this period, particularly in his contributions to the Inter State Council Secretariat and the Ministry of Culture.

Two standout episodes during the deputation underscore Singh's ability to navigate complex responsibilities. Firstly, in 2007, a successful international conference on federalism was organised, involving nearly 1300 national and global participants. Managed efficiently by a small team, this event showcased the adept handling of a complex, high-profile gathering. Similarly, in 2010, while serving in the Ministry of Culture, substantial amendments were made to the Ancient Monument and Archaeological Site Preservation Act. This initiative aimed at curbing encroachments around historical sites, involving extensive discussions and collaborations with legal minds and administrators.

Within the Income Tax Department, two particular stints are highlighted as most fulfilling. In 1999-2000, as the Deputy Director of Investigation in Delhi, Singh played a crucial role in carrying out searches, demonstrating responsible and accountable handling of intrusive powers. Notably, collaboration with other law enforcement agencies showcased the efficacy of a multi-agency approach in combating economic malfeasance. The second satisfying stint occurred upon elevation to the rank of Commissioner, assuming substantive charge of Exemptions. Here, Singh successfully sifted through entities claiming tax exemptions for charitable purposes, distinguishing genuine endeavors from those exploiting tax laws. The efforts led to notable changes in relevant sections of the Act, garnering acknowledgment for path-breaking contributions. Singh is presently assigned the onerous responsibility of heading the Investigation charge of the Income Tax Department for the state of Madhya Pradesh.

His diverse and impactful career is marked by successful navigation of challenges, collaborative initiatives, and noteworthy contributions to both the Income Tax Department and other government bodies.

15. Vijay Kumar Singh (ICAS), Finance Member, Delhi Development Authority

Vijay Kumar Singh, an officer of the Indian Civil Accounts Service (ICAS, 1995 batch), currently serves as the Finance Member of the Delhi Development Authority. With over two decades of experience in key economic ministries, Singh's career began at Doordarshan in New Delhi. His impactful assignments include roles in the National Institute of Financial Management, Central Board of Excise and Customs, and the Planning Commission.

During his tenure in the Planning Commission, Singh played a vital role in setting up the Unique Identification Authority of India (UIDAI) and the Public Financial Management System (PFMS). As Controller of Accounts in the Ministry of External Affairs, he oversaw the implementation of the Integrated Mission Accounting Software (IMAS) across missions.

In the Department of Expenditure, Singh contributed to the Expenditure Management Commission (EMC) and the implementation of the 7th Central Pay Commission's recommendations. As Jt. CGA in the Ministry of Finance, he played a key role in designing robust accounting procedures for the Goods and Services Tax (GST).

Singh holds a BA (Hons.) in Economics, MA in Politics (International Studies), and an M.Phil. in Diplomacy. His diverse experiences have uniquely positioned him to explain Government Finance with clarity and depth. Singh is recognised not only for his effectiveness as an officer but also as a speaker, frequently sharing his knowledge with civil services probationers and management professionals.Throughout his career, Singh's contributions have significantly improved payment processes in the Government of India, preventing leakages and benefiting millions of program beneficiaries.

16. Dr Saumitra Mohan (IAS), Secretary, Department of Transport, Government of West Bengal

Saumitra Mohan, an IAS officer of the 2002 batch of West Bengal cadre brings a wealth of experience and a diverse background to his role as the Secretary of the Department of Transport, Government of West Bengal. Holding a Ph.D. from Jawaharlal Nehru University and a law degree from Calcutta University, his journey encompasses roles as a journalist with The Indian Express and The Press Trust of India, a lecturer of Political Science at Chaudhary Charan Singh University, Meerut, and an Assistant Regional Director at Indira Gandhi National Open University, New Delhi.

His administrative career includes pivotal positions such as Sub-Divisional Collector & SDM in Alipurduar and Jalpaiguri, Additional District Magistrate in Jalpaiguri, ADM in Hooghly, CEO of Siliguri Jalpaiguri Development Authority, and Secretary, Department of Tourism, Government of West Bengal. Recognised for his exceptional initiatives, Mohan received accolades like a Letter of Commendation and award from the Ministry of Home Affairs for combating illegal opium cultivation. He also earned the National Award for Excellence in NREGA Administration and the State Award for Empowerment of Persons with Disabilities. Notably, his contributions to election management were acknowledged by the Election Commission of India in 2017. 17. Rekha Yadav (IRPS), Divisional Railway Manager

Rekha Yadav, an officer of the Indian Railway Personnel Service from the 1995 Batch has served in various capacities at different levels both in Railways and GoI. Her experience spans a wide spectrum, including HR functions like Establishment, Recruitment, Industrial Relations, capacity building, and Staff welfare and sports administration. Prior to joining Indian Railways, she had worked as Additional Central PF Commissioner at the Employees Provident Fund Organisation, Ministry of Labour, Government of India.

In her present role as Divisional Railway Manager, Yadav is responsible for administration, safe & smooth train operations and staff welfare in the division. Previously, she has served as Joint Secretary to the Government of India in the Ministry of Panchayati Raj, and was responsible for the capacity-building for 31 lakh elected representatives of Panchayats. She played a significant role in localisation of SDGs at panchayat level through Revamped Rashtriya Gram Swaraj Abhiyan.

While working as Executive Director (Sports) & Secretary, Railway Sports Promotion Board, Yadav played a pivotal role in elevating railway sports, introducing initiatives such as setting up sports academies, raising new women teams, better coaching, Special CL for elite sports persons, undertaking several policy interventions for better career progression. Her dedication and strategic leadership culminated in superlative performances not only in National championships but also in medal haul at CWG and Asian games. A formidable 48-member contingent of railway sportspersons represented India at the Rio Olympics with the first female wrestling medal for India by railway sports person. 18. Harssh A Poddar (IPS), SP, Nagpur, Maharashtra

Harssh A Poddar, an IPS officer of the 2013 batch of Maharashtra cadre, currently serves as the Superintendent of Police in Nagpur District. His multifaceted career is characterised by noteworthy achievements and diverse expertise.

Poddar holds a Master's in Public Administration from Harvard University, specializing in National Security and Artificial Intelligence, where he earned the prestigious Raymond Vernon award for academic excellence and the Littauer award for leadership—making him the first Indian to receive both accolades.Recognised for his outstanding contributions, Poddar has been honoured with the FICCI award for SMART Policing and the GFiles award for excellence in governance, specifically for his initiatives on youth deradicalisation in Maharashtra.

Throughout his career, he has navigated challenging roles as SP in critical and communally sensitive districts like Beed and Malegaon. Poddar's exceptional work during the COVID pandemic as SP of Beed was acknowledged by the Ministry of Home Affairs, leading to its publication as a national case study.

Beyond law enforcement, Poddar has showcased his intellectual prowess by authoring a book on economic crime investigation, published by the Maharashtra Police. He is not only a skilled officer but also a champion horseman, clinching a gold medal at the national level during the All India Police Equestrian Championship.His journey to the IPS began after completing his masters in law from the University of Oxford as a Chevening scholar. Before joining the IPS, Poddar worked as a corporate lawyer with Clifford Chance, the world's largest law firm in London, following his graduation from the National Law School, Kolkata.

Poddar's versatility extends to the realm of public speaking, as he is a TED speaker and has represented India at various international debating championships. His oratory skills were recognised when he was adjudged the best speaker from the South Asian region at the World's University Debate in Kuala Lumpur, Malaysia.His profile reflects a dynamic professional journey marked by academic brilliance, leadership, and impactful contributions to law enforcement and society at large.

19. Sanjiwan Sinha (IP&TAFS), Deputy Director General (E&T), Department of Telecommunication, Government of India

Sanjiwan Sinha, a 1994-batch IP&TAFS officer, currently serves as Deputy Director General (E&T) at the Department of Telecommunication, Government of India. With a diverse career spanning various departments and organisations, he has been instrumental in driving innovation and leveraging Information and Communication Technology (ICT) for transformative solutions.

Throughout his cadre postings in DAP, DOT, MTNL, BSNL, and BBNL, Sinha showcased his commitment to utilising ICT for efficiency. Notably, as Jt CCA in Jharkhand, he operationalised the first website of any CCA office in 2005. His exposure to e-Government and ICT during the APT training program in Tokyo in 2006 fuelled his belief in the power of ICT for innovation, emphasising the importance of understanding user mindsets and behaviour.

During his deputation in the Government of Bihar as Special Secretary, Finance, Sinha introduced an innovative ICT solution for end-to-end Pay Slip Management for all Gazetted officers in 2011. This successful IT-enabled system is still operational in Bihar, promoting transparency and efficiency.

As Managing Director of Bihar State Educational Infrastructure Development Corporation in 2012, he implemented a unique organisational structure with centralised planning, tendering and payment along with decentralised physical supervision, facilitated by the App 'Concurrent Monitoring of Projects'. Serving as the State Project Director, Mid-Day Meal Scheme, Bihar, he successfully implemented a comprehensive Tablet-based monitoring system, benefitting 70,000 schools and 500 Block resource persons.

His tenure as the Managing Director of South Bihar Power Distribution Company saw the conception and implementation of the paperless end-to-end customer service platform 'Suvidha App'. This innovative App, with 1 million+ downloads and a 4-star rating on Google Play Store, transformed transparency in the workflow of the power distribution company during the Covid-19 period.Sinha steered success implementation of Smart Prepaid Meters in Bihar, fostering a behavioural change in consumer-serving approaches. This initiative garnered attention, and now Bihar has become the state with the highest Smart Prepaid Meter consumers.

As an active member of Capacity Building Unit (CBU), Sinha was instrumental in preparing 'Framework of Roles, Activities and Competencies (FRAC) and Annual Capacity Building Plan, 2023' for DoT. Through this effort, DoT became the first major department of Government of India to come out with an Annual Capacity Building Plan under 'Mission Karmayogi.'  This underscores Sinha's ongoing commitment to enhancing the capabilities of the department and aligning it with the evolving needs of the digital era.

20. Deepak Purohit (IPS), Additional Commissioner of Police, New Delhi Range, Delhi Police

Deepak Purohit is an AGMUT cadre IPS officer presently in a leadership role in one of India's most professional forces - the Delhi Police.

An upright officer who has displayed extraordinary professionalism in his career spanning over three decades, Purohit has exhibited great acumen in policing. One of his contributions has been enhancing the spirit of citizen-centric policing. Over his long career, Purohit has served in many critical roles including as SP Silvasa, DCP West, Delhi Police, and DIG Chandigarh.

In his career, Purohit has demonstrated remarkable skills in resolving diverse criminal cases. His dedication and expertise in law enforcement have significantly contributed to maintaining law and order in the capital. With a commitment to justice and public safety, Purohit continues to make valuable contributions to the security and well-being of the community he serves.

21. Himanshu Shekhar (ICLS), ROC-cum-Official Liquidator, Odisha

A 2010 batch officer of the Indian Corporate Law Service, Himanshu has served in many challenging capacities, including Ministry of Corporate Affairs, Delhi; ROC-cum-Official Liquidator, Bihar; Deputy Official Liquidator attached to High Court of Calcutta, West Bengal. His contributions in these offices reflect commitment to excellence. During his tenure of over 4 years in ROC Bihar as well as Official Liquidator, Patna High Court, he gave a significant impetus to the liquidation of the erstwhile industrial giant, Rohtas Industries Limited & its sister concerns, which is one of the biggest liquidations in India currently being executed by the ICLS officers under the directions of the Patna High Court. The combined corporate entity once had wide ranging operations across the sectors of Cement, Vanaspati, Sugar, Paper, Steel. Having realised assets worth more than Rs 125 crores, he provided critical momentum to the otherwise 3 decades old liquidation matter thereby bringing into limelight the role of Official Liquidators in the matter of winding up matters involving huge corporate groups, complex litigations and wider public interests.

Presently posted as ROC-cum-OL Odisha since September 2022, his tenure in Odisha has been marked by an impactful start, characterised by swift- resolution of a long-standing case concerning liquidation of Odisha Textile Mills. Appointed as Official Liquadator by the Ministry of Corporate Affairs, he ensured every employee of the long-abandoned Odisha Textile Mills factory, Choudwar received pending money in their bank accounts.

22. Vishwanath Neelannavar (IFS), DFO, Sambalpur, Odisha

An MSc degree holder in Agriculture from, University of Agricultural Sciences, Dharwad, Karnataka and Forestry from AIGNFA, Dehradun, Neelannavar is a 2011 batch IFS officer of Odisha cadre. A fitness and adventure enthusiast, he is the first IFS officer to have cycled on the world's highest motorable road, i.e, Umling La. He also cycled Khardung La twice. His conservation and Management work at Sunabeda Wildlife Sanctuary in Nuapada district as DFO won him an international award in Singapore. He was also instrumental in receiving the Chief Minister award to VSS (Van Surakhya Sameeti) for convergence and income generation activities in Odisha, under OFSDP Phase-II in Sambalpur district. The banker turned bureaucrat is presently working on processing of Mahua flowers and value addition to replace mahua liquor in Sambalpur district. As a result, 16 different products have been promoted, which are prepared out of Mahua concentrate, by the SHGs and VSS of the forest department. Other than his professional commitments, he has keen interest in writing. Besides writing articles for various national and international journals, he has also published a book, 'The Birds of Kandhamal District'.

23. Dr Achyutanand Jha (IRPFS), Deputy Inspector General, JR RPF Academy, Lucknow

An Indian Railways Police Force Service officer of 1999 batch, Jha is widely recognised for his expertise in crime control, empathetic & professional approach, critical & convergent thinking, innovative problem-solving skills, and commitment to community policing. An alumnus of prestigious Delhi University and Jawaharlal Nehru University, he has undertaken challenging and prestigious roles across seven divisions within five different zonal Railways, including noteworthy tenures in Dhanbad, Asansol, and Delhi Divisions. As the Security Head of Delhi Division and later as Security Commissioner in Mumbai, he, during the COVID-19 pandemic, spearheaded the operationalisation of Shramik Special Trains, facilitated the movement of essential goods, and coordinated the provision of 1.5 million free meals to those in need during the lockdown period.

Dr Jha established the National Museum of Railway Security in Lucknow in 2023, marking a significant milestone in railway history. Chairing the Ministry of Railways committee focused on 'Streamlining Parcel Business' is another testament to his leadership skills. In his more than two decades long career, he has garnered significant recognitions, including 15 awards from the Railways, the Rotarian of the Year award in 2004, and the prestigious 'Tactics Badge' from SVP NPA, showcasing his outstanding contributions and commitment to public service.
